Responsibilities & Context

Community Development Centre (CODEC) invites applications for the position of HR Assistant for implementing the 'Education and Protection for Refugee Community (EPRC) Project' funded by UNHCR, located at Cox's Bazar District. The duration is from 15 September 2026 to 31 December 2026. The job location is Ukhiya/Teknaf, Cox's Bazar. Key areas of responsibility include: - Recruitment & Selection: Assist in preparing and publishing recruitment announcements, collecting and organizing applications and CVs, supporting CV screening and shortlisting, coordinating tests and interviews, preparing recruitment documents, communicating with candidates, and maintaining recruitment files. - Employee Records & HR Documentation: Maintain updated and confidential personnel files, ensure documents are complete, assist in preparing appointment letters, contracts, extension letters, confirmation letters, warning letters, and other HR correspondence, update employee databases/HRIS, and support documentation for joining, transfer, promotion, separation, etc. - Attendance, Leave & Timesheet Management: Maintain staff attendance records, collect and verify timesheets and leave applications, monitor leave balances, follow up on incomplete records, and prepare attendance and leave reports. - Onboarding & Staff Orientation: Support onboarding of new employees, ensure joining documents are completed, coordinate orientation and induction sessions, provide HR policies and information, and coordinate with departments for arrangements. - Payroll & Benefits Support: Assist in collecting and verifying payroll inputs (attendance, leave, overtime, etc.), coordinate with Finance for HR/payroll documentation, maintain records of benefits, and ensure confidentiality. - Staff Welfare & HR Support: Respond to HR queries, support welfare and engagement activities, assist in organizing meetings and trainings, and support HR initiatives. - Performance Management & Capacity Building: Assist in coordinating performance appraisals, maintain appraisal records, support training needs assessment and capacity building, and maintain training records. - Compliance & Policy Implementation: Support implementation of HR policies, Code of Conduct, safeguarding, PSEA, child protection, and other standards, maintain confidentiality, ensure documentation complies with laws, and report compliance issues. - Separation & Exit Management: Assist in processing resignation, clearance, final settlement, and separation documents, coordinate exit interviews, update and archive files, and maintain turnover records. - Reporting & Other Duties: Prepare HR reports, maintain trackers and databases, assist in audits and monitoring, support field visits, and perform other duties as assigned. Key deliverables include accurate personnel records, timely recruitment and onboarding documentation, proper attendance and timesheet records, timely payroll inputs, well-maintained databases, proper documentation of movements and separation, confidential handling of information, timely reports, and effective support to project teams. The HR Assistant will report to the HR Officer/HR Manager and coordinate with project managers, line managers, finance, senior management, field/camp offices, and other stakeholders. The position does not have independent authority to approve recruitment, disciplinary action, salary changes, leave, or other employment decisions unless delegated. Safeguarding and PSEA: The employee must abide by the Inter-Agency Standing Committee (IASC)'s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) and ensure the safety of team members from harm, abuse, neglect, harassment, and exploitation.
