Responsibilities & Context

Community Development Centre (CODEC) invites applications for the position of Case Management Officer-PSN for implementing the 'Education and Protection for Refugee Community (EPRC) Project' funded by UNHCR, located at Cox's Bazar District. Duration: 15 September 2026 to 31 December 2026 Job Location: Ukhiya/Teknaf, Cox's Bazar. Key areas of responsibility: - Conduct household visits to identify Persons with Specific Needs (PSNs), verify existing information, and collect relevant information for assessment in line with Community-Based Protection (CBP) approaches. - Review pre-populated biographical information of identified PSNs and record notes for follow-up, ensuring alignment with CBP protection monitoring and case management standards. - Conduct initial assessments of identified PSNs to understand their specific needs, protection concerns, circumstances, support networks, services received, and immediate needs, applying CBP protection principles. - Collect, record, and enter case-related information using approved data collection tools, forms, and databases in accordance with CBP information management and protection data standards. - Ensure all assessments, case records, and documentation are maintained accurately and updated timely, supporting CBP reporting, analysis, and protection trend identification. - Provide information, counselling, and guidance to PSNs and their families regarding available assistance, community-based support mechanisms, and referral pathways. - Identify appropriate referral needs and make referrals to relevant service providers, including CBP-supported community structures and external actors, following established referral pathways. - Ensure all referrals are made confidentially and based on informed consent, maintaining data protection, safeguarding, and CBP protection principles. - Coordinate with Community Outreach Members (COMs) during household visits to facilitate access, strengthen community engagement, and support CBP outreach and awareness activities. - Support identification and documentation of PSNs in accordance with approved categories and standardized Specific Needs codes, contributing to CBP protection monitoring and vulnerability mapping. - Support validation and updating of existing PSN information based on household visit findings, ensuring consistency with CBP case tracking and reporting systems. - Maintain regular communication with the Senior Case Management Officer regarding identified needs, protection concerns, referrals, follow-up requirements, and operational challenges. - Follow up on referred cases as instructed and ensure relevant information and referral feedback are properly documented within CBP case management and referral tracking systems. - Support completion of case-related processes in accordance with established workflow, including validation, assessment, referral, SPN updating, follow-up, and case closure. - Ensure interactions with PSNs and their families are conducted respectfully, confidentially, and in a protection-sensitive manner, in line with CBP safeguarding and accountability standards. - Maintain a manageable workload and organize household visits and assessments according to assigned workload, CBP outreach planning, and quality standards. - Immediately report any serious protection concern, safeguarding concern, or urgent support need to the Senior Case Management Officer through established reporting and escalation procedures. - Participate in team meetings, technical discussions, coaching sessions, and other capacity-building activities related to PSN case management and CBP protection programming. - Perform any other responsibilities assigned by the Senior Case Management Officer or Technical Officer – PSN or CBP Coordinator within the scope of the position and CBP framework. - Ensure compliance with PSEAH, Child Safeguarding, Safeguarding, CODEC Code of Conduct, organizational policies, humanitarian principles, confidentiality, and other rel
