Responsibilities & Context

BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential. The purpose of this position is to provide co-coordination (along with UNHCR) and facilitate the processes that will ensure a well-coordinated, appropriate and effective implementation of Livelihoods and Skills Development (LSD) activities in Cox’s Bazar. Together with the UNHCR LSDS coordinator work on behalf of the sector, facilitating coordinated and coherent initiatives by all sectoral actors engaged in the Rohingya Response in Cox’s Bazar. Co-Coordinator (LSDS), will work with the counterpart in her/his functions by providing in-depth knowledge of national and local livelihoods and skills development opportunities and best practices, particularly ensuring continuity of achievements and result monitoring. This position requires an individual familiar with the need based and market-oriented response programming, especially livelihoods and skills development, and good coordination skills along with technical knowledge. •\tCo-coordinate the LSDS under the overall leadership and accountability of UNHCR, supporting the LSDS Coordinator in implementing the sector strategy, annual workplan and Joint Response Plan (JRP) in consultation with sector partners. •\tSupport evidence-based advocacy by identifying policy constraints, consolidating partner perspectives, preparing advocacy messages and technical briefs, and contributing to constructive policy dialogue with government, donors and other strategic stakeholders. •\tRepresent the perspectives, operational realities and priorities of national and local NGOs in LSDS governance and Strategic Advisory Group (SAG) discussions, while ensuring balanced consultation with the wider membership. •\tServe as the principal liaison between NGO partners and the Sector Coordination Team between monthly sector meetings, facilitating timely two-way communication, follow-up on agreed actions and escalation of operational or strategic issues to the LSDS Coordinator. •\tSupport inclusive consultations with partners on strategic priorities, needs and skills assessments, response analysis, geographical and activity prioritization, advocacy positions, and JRP planning and review processes. •\tStrengthen camp-level coordination by facilitating NGO engagement with Camp-in-Charge offices and relevant government counterparts, identifying implementation gaps and overlaps, and referring sensitive or policy-level matters to the LSDS Coordinator. •\tSupport the preparation and facilitation of monthly sector meetings, SAG meetings, technical working sessions and partner consultations, including agenda development, partner presentations, documentation of decisions and systematic follow-up of action points. •\tPromote peer learning, technical exchange and information-sharing among partners by documenting good practices, implementation lessons, locally led solutions and scalable innovations, and by creating space for NGO-led presentations and learning events. •\tAssess partner coordination and technical capacity needs and, with the Sector Coordination Team, develop and facilitate capacity-strengthening initiatives that improve adherence to LSDS standards, guidance, competency frameworks and agreed quality benchmarks. •\tSupport harmonized partner planning, reporting and performance monitoring, including timely submission and quality review of 5W and other sector data, joint monitoring and supportive supervision, while coordinating closely with LSDS information management and M&E personnel. •\tContribute to evidence generation and the preparation of sector briefs, dashboards, progress updates, learning products, advocacy materials and donor information, ensuring that NGO achievements, gaps and priorities are accurately reflected and verified. •\tSupport donor engagement and resource mobilization by c
