Overview
Job Context: Breaking the Silence (BTS) is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037; Date: 17 October 2000) and the NGO Affairs Bureau (NGOAB) (Registration No. 1642; Date: 20 May 2001). The organization works to promote and protect child rights, prevent child abuse and child sexual abuse, eliminate child marriage, strengthen child-friendly governance, improve the quality of primary and pre-primary education, prevent violence against women, and empower children and women. BTS is implementing a project titled "RISE-Responding to Climate Challenges in Satkhira through Inclusive WASH, Sustainable Livelihoods, and Empowerment" with the support of the Terre des hommes Foundation (Tdh Foundation). To support the implementation of this project, BTS is seeking to recruit a Sustainable Infrastructure & WASH Supervisor. The duty station for this position will be at Satkhira Municipality, Satkhira District. Job Purpose The Sustainable Infrastructure & WASH Supervisor will provide technical leadership for the planning, implementation, supervision, and quality assurance of climate-resilient WASH and small-scale infrastructure interventions. The position will ensure compliance with engineering standards, donor requirements, environmental and social safeguards, and strengthen community ownership through capacity building of WASH Committees and local stakeholders. Key Responsibilities Coordination & Communication • Coordinate all WASH and climate-resilient infrastructure activities with Terre des hommes (Tdh), Satkhira Municipality, DPHE, contractors, consultants, suppliers, and relevant government agencies. • Maintain effective communication with project management, field teams, community WASH Committees, and local stakeholders. • Facilitate site coordination meetings, technical review meetings, and progress review sessions. • Ensure close collaboration with MEAL, Procurement, Finance, and Administration teams to ensure timely implementation of infrastructure activities. • Support coordination with community representatives to ensure participation, ownership, and sustainability of project-supported infrastructures. Project Implementation • Lead the planning, supervision, quality assurance, and timely implementation of all WASH and climate-resilient infrastructure activities. • Supervise construction and rehabilitation of project-supported infrastructure, including: • Climate-resilient gender and disability-inclusive latrines; • Solar-powered Reverse Osmosis (RO) water purification systems; • Deep tube wells; • Drainage rehabilitation; • Handwashing facilities; • Community WASH infrastructure. • Review engineering designs, BoQs, specifications, drawings, and construction schedules before implementation. • Conduct regular field supervision to ensure construction quality, compliance with technical standards, environmental safeguards, and occupational health and safety requirements. • Verify work progress, certify completed works, and recommend contractor payments according to project procedures. • Ensure infrastructure is climate-resilient, gender-responsive, disability-inclusive, environmentally sustainable, and aligned with donor requirements. • Support establishment and capacity building of Community WASH Committees for operation and maintenance (O&M) of project-supported infrastructure. • Monitor construction risks and recommend timely corrective measures. Technical Planning and Implementation • Lead the technical planning, design, and implementation of WASH and climate-resilient infrastructure activities. • Prepare technical specifications, drawings, Bills of Quantities (BoQ), and cost estimates where required. • Ensure all construction and rehabilitation activities comply with approved engineering standards and project specifications. • Provide technical guidance throughout the implementation process.
