Responsibilities & Context

Community Development Centre (CODEC) invites applications for the position of Technical Officer-PSN for implementing the 'Education and Protection for Refugee Community (EPRC) Project' funded by UNHCR, located at Cox`s Bazar District. Duration: 15 September 2026 to 31 December 2026 Job Location: Ukhiya/Teknaf, Cox’s Bazar. Key areas of responsibility: C.1 Key area of Performance/Responsibility/Accountability: a) Provide overall technical and operational guidance to the PSN Case Management team across the project working areas of Ukhiya and Teknaf under the direct supervision of the CBP Coordinator. b) Directly supervise and provide technical guidance to the Senior Case Management Officers and ensure that the Case Management Officers receive appropriate technical direction and support through the established supervision structure. c) Ensure consistent implementation of PSN identification, verification, assessment, referral, follow-up, documentation, and case closure processes across the assigned camp areas, in line with established PSN Case Management procedures. The UNHCR guidance includes identification and verification, initial and in-depth assessment, referrals, follow-up, and case closure as key elements of the PSN case management approach. d) Conduct frequent field visits and regular movement across the working areas of Ukhiya and Teknaf to monitor implementation, review progress, identify gaps, and provide required technical and operational support. e) Review implementation progress of the PSN Case Management team and provide technical feedback to the Senior Case Management Officers to strengthen the quality and effectiveness of case management services. f) Provide technical support for complex, medium, and high-risk cases and facilitate appropriate technical discussion, referral, follow-up, or case conference where required. g) Arrange and facilitate case conferences for cases requiring multi-disciplinary or coordinated discussion, with participation of relevant personnel and stakeholders as appropriate, while ensuring confidentiality and protection-sensitive handling of case information. h) Organize and participate in regular PSN Case Management team meetings to review implementation progress, achievements, challenges, case management quality, reporting, and follow-up actions. i) Identify technical capacity gaps within the PSN Case Management team and develop or facilitate appropriate coaching, orientation, mentoring, and capacity-development initiatives. j) Ensure that capacity development activities are appropriately planned, documented, and followed up to strengthen staff knowledge, skills, and adherence to established case management standards. k) Maintain active coordination with other CODEC-CBP components operating in the assigned camps, including Community Centre, CFM, COMs, Community Groups, Religious Engagement, Sports for Protection, and other relevant CBP staff, to strengthen identification, referral, information sharing, and coordinated protection response. l) Maintain active coordination with the Child Protection and GBV components of the project to strengthen appropriate referrals, information sharing, joint case discussions, and coordinated support for PSNs where relevant. m) Maintain regular coordination with CICs, Camp Protection Focal Points, and other relevant camp-level stakeholders to facilitate smooth implementation, access, coordination, and follow-up of PSN Case Management activities. n) Maintain active technical coordination with UNHCR counterparts responsible for PSN Case Management and other relevant UNHCR CBP camp-level focal points to discuss implementation progress, technical issues, coordination matters, referrals, reporting requirements, and emerging concerns. o) Participate in relevant camp-level coordination meetings and represent CODEC-CBP on PSN Case Management-related matters as assigned. p) Arrange necessary internal and external coordination meetings related to PSN Case Management
